The good news is that if you hold a valid driving licence from certain approved countries, you may not need to start from scratch. Dubai’s Roads and Transport Authority (RTA) allows residents to exchange their existing licence for a Dubai driving licence, saving both time and effort.

Required Documents

For residents holding a Dubai-issued residence visa:

  • Valid Emirates ID

  • Eye test certificate from an RTA-authorised centre

  • Original driving licence from an approved country

Additional requirements for specific cases:

  • Singapore licence holders: Knowledge Test result required

  • Licence from an approved country but different nationality: Knowledge and road tests may be required

  • General licence exchange: Dh200 (traffic file), Dh600 (licence issue), Dh50 (handbook), Dh140–180 (eye test), Dh20 (knowledge & innovation fees)

  • Singapore licence exchange: Dh200 (training file), Dh100 (learning application), Dh50 (handbook), Dh400 (knowledge test), Dh300 (licence), Dh20 (knowledge & innovation fees)

Where to Apply

Applications can be completed online via the RTA portal or in person at Customer Happiness Centres in:

  • Umm Ramool

  • Al Manarah

  • Al Twar

  • Deira

  • Al Barsha

  • Al Kifaf

You may also process your application through RTA-accredited driving institutes, including Al Ahli, Belhasa, Dubai Driving Centre, Drive Dubai, Galadari, Emirates Driving Institute, Eco-Drive, and others.

Application Process

Online via RTA:

  1. Sign in using Emirates ID, passport, or UAE Pass

  2. Enter your details and upload required documents

  3. Provide details of your existing licence and select the licence category

  4. Complete the eye test at an RTA-authorised centre

  5. Visit a Customer Happiness Centre for verification if required

  6. Pay fees online and choose delivery: digital, standard, same-day, or within 2 hours

Through Customer Happiness Centres:

  1. Submit all required documents

  2. Licence data is verified, and a traffic file is opened (if new applicant)

  3. Pay the applicable fees

  4. Receive your driving licence in printed or electronic form

Validity of Exchanged Licences

  • 1 year for applicants under 21

  • 2 years for applicants 21 and above

Terms and Conditions

  • The foreign licence must be valid

  • Eye tests must be from RTA-authorised centres

  • Licences without security features require verification from the issuing country’s embassy or consulate

  • Licences from certain regions cannot be exchanged (e.g., Puerto Rico, Guam, Monaco, Andorra, Liechtenstein, Jersey)

  • Singapore licences require completion of a Knowledge Test

The RTA currently recognises licences from around 57 countries for direct exchange. This includes:

  • European nations such as Germany, Italy, Spain, France, Netherlands, Sweden, Norway, Finland, Austria, Belgium, Denmark, Romania

  • Asian and Latin American countries including Japan, Hong Kong

  • Five GCC states

  • South Africa

  • United States of America

  • GCC nationals with valid licences from their home country or an approved country can exchange licences in Dubai

  • The exchange allows eligible expats to skip full training and road tests, provided requirements are met

  • Eye tests, document verification, and fees are mandatory
